In a Resolution adopted on Tuesday 31 March, the Congress of Local and Regional Authorities of the Council of Europe stresses the fundamental role played by Ukraine’s local and regional authorities in helping the country to “build back better”, in compliance with European standards in terms of human rights, democracy and the rule of law, in line with its progress towards EU membership. The text returns to the importance of decentralisation reforms in the country’s resilience in the face of war, and calls on the local and regional authorities of Council of Europe member states to give their Ukrainian counterparts the means to assume their responsibilities in complementarity with the national authorities.
