09/01/2026 (Agence Europe) – On Friday, 9 January, Member States’ permanent representatives to the European Union (Coreper) adopted an EU Council decision that authorises instituting enhanced cooperation among 24 Member States (all EU countries except Hungary, Slovakia, and the Czech Republic) with the aim of establishing a €90 billion loan for Ukraine over the 2026–2027 period (see EUROPE 13777/1 and 13776/1). Some time in January—possibly as early as next week—the European Commission will present two proposals: one regarding the terms and conditions of this loan, which would be backed by the EU budget, and the other amending the multiannual financial framework so as to authorise the EU to lend to a third country.
