European Commission opens initial call for evidence to shape its legislation on quantum technologies

On Wednesday 29 October, the European Commission launched a call for evidence to support the development of its future legislation on quantum technologies (‘Quantum Act’), scheduled for the second quarter of 2026 (see EUROPE 13732/10)

This initiative, which is intended to stimulate European production of quantum technologies, is in line with the strategy presented last July (see EUROPE 13672/4), which aims to see the EU harmonise its research policies and develop its industrial capacities by reducing the vulnerabilities of its production chain.

The public consultation is open until 26 November. In the description, the Commission puts forward specific projects that could be introduced through this legislation, including “coordinated EU procurement”, priority purchasing of European quantum technologies and “speeding up permitting procedures for critical quantum facilities”.

Quantum technologies could also be integrated into the EuroHPC project for European supercomputers and be subject to foreign investment and export control mechanisms.
