In a position paper published on Monday 20 October, the association of chambers of commerce Eurochambres sets out its priorities for the Single Market ‘roadmap’ that the Commission is due to publish early next year. Eurochambres places great emphasis on simplifying regulations, right from the drafting stage.
This means better application of the ‘Think Small First’ principle, so that legislation is created in a way that is practical, rather than having to correct texts in retrospect.
Eurochambres has a specific idea for making it easier to comply with new rules: each new text should include a “table of obligations” which summarises the scope and how to comply with the obligations. This table could be replicated so that digital tools and AI can detect overlaps between different texts.
The authors of the position paper also examine the idea of a 28th regime for companies. This should not be aimed solely at innovative companies, according to Eurochambres.
Finally, the representative of the Chambers of Commerce called for automatic and ambitious mutual recognition of qualifications between Member States. However, this should not restrict the sovereignty of countries that have stricter rules for certain professions.
