Two years after the ‘Chips Act’ to stimulate EU production of semiconductors entered into force (see EUROPE 12886/1), EU industry ministers on Monday 29 September called for similar legislation with new objectives. In a declaration signed by the 27 EU Member States, they highlight “the need for a strengthened, second-phase EU Chips Act that is both ambitious and forward-looking”.
The signatories have drawn up a list of actions to be implemented to achieve a genuine semiconductor industry in Europe. This involves strengthening research and mobilising private capital.
In particular, they feel that the issue of delays in obtaining installation permits remains a major problem. This is why the authors recommend introducing an accelerated important project of common European interest (IPCEI) that could shorten the waiting time for permits.
In addition, Member States say they want to work on legislation for emergency permits.
The EU27 also insist that the next Multiannual Financial Framework must reflect the strategic importance of semiconductor production.
On Monday 29 September, the European Commission’s spokesman on tech sovereignty, Thomas Regnier, pointed out that the Commission had opened a call for evidence on the Chips Act at the beginning of September.
