ACER recommends improving timeliness and transparency of information provided in Ten-Year Network Development Plan

In an opinion published on Tuesday 27 May, the Agency for the Cooperation of Energy Regulators (ACER) stated that the draft Ten-Year Network Development Plan (TYNDP) 2024, submitted on 9 April by the European Network of Transmission System Operators for Electricity (ENTSO-E), contributes to the objectives of non-discrimination and effective competition, but does not sufficiently contribute to the efficient functioning of the electricity market.

The agency also points out that the TYNDP 2024 project does not guarantee an adequate level of cross-border interconnection open to third-party access.

Every two years, ENTSO-E is responsible for submitting its draft TYNDP to ACER for its opinion. The European Commission notes that several of its previous recommendations have not been taken into account, including the need to improve the speed and transparency of the information provided, as well as its accuracy.

It suggests that ENTSO-E remedy this and ensure that the TYNDP and infrastructure gap identification report are submitted in a timely manner.

The agency also suggests carrying out in-depth consultations on the assumptions and methodologies used, as well as stepping up medium-term analyses to identify future infrastructure gaps.
