In a new publication on Friday 2 May, the CAN Europe coalition of environmental NGOs highlighted the “urgent need” for a fundamental change in the way Member States approach just transition in the National Energy and Climate Plans (NECPs) process.
According to the coalition, “many countries yet seem to be overlooking the opportunities that NECPs can offer to plan for a just transition in an integrated manner”, pointing out that most Member States have not met the deadline for publishing the plans (June 2024) and failed to include citizens in the drafting process.
They also point out that Belgium, Estonia and Poland have still not submitted their final plans.
For CAN Europe, just transition processes and measures should be reflected in the NECPs in order to “mitigate expected socio-economic consequences in most affected territories”, as required by the Governance Regulation.
In addition, the coalition is calling for the national level of energy poverty to be assessed and for social impacts associated with the new emissions trading system on road transport and heating (ETS 2) for vulnerable households to be taken into account.
