ETS2 revenues should be returned to citizens through direct payments, according to European Environmental Bureau

02/05/2025 (Agence Europe)The NGO European Environmental Bureau (EEB) argued in a publication on 30 April that part of the revenue from the new Emissions Trading System for Transport and Heating (ETS2) should be returned to citizens through direct payments. The EEB fears that if the new system, planned for 2027, is not well designed, it could “fuel negative public opinion”. It also points out that only up to 37.5% of the Social Climate Fund (SCF) will be devoted to direct income support. “Therefore, the ETS2 revenues that are not distributed via the SCF are an important source of funding for direct payments”, according to the document, which points out that this would also send the message that carbon pricing is not a tool for financing government spending.
