MEPs on Committee on Internal Market take wide-ranging approach to combating abuses in e-commerce

The own-initiative report by Salvatore De Meo MEP (EPP, Italian) on e-commerce (see EUROPE 13598/8) has been the subject of a series of amendments - almost 320 have been tabled - from his colleagues on the Committee on Internal Market (IMCO).

Many of them specifically target e-commerce platforms that are already the target of accusations by the Commission: Shein, Temu and AliExpress (see EUROPE 13573/15).

The shadow rapporteur for The Left, Leila Chaibi (French), who is more radical, is calling for “an immediate ban of platforms (...) as long as they do not comply with EU laws”, particularly on conformity.

The shadow rapporteur for Renew Europe, Anna Stürgkh (Austrian), is proposing the introduction of a “presumption of non-compliance” for certain operators based on previous customs controls.

A number of EPP MEPs, including Andreas Schwab (German) and Arba Kokolari (Sweden), are calling for a number of existing laws - the Corporate Sustainability Due Diligence Directive (CSDDD) and various product and environmental laws - to “not be unravelled in the name of so-called simplification(see EUROPE 13608/3).

As for the PfE MEPs, they are calling on the Commission “to publish specific guidelines on the General Product Safety Regulation before the end of the first half of 2025 in order to clarify the provisions relating to online platforms”.

Other issues recur in the amendments tabled: improving traceability, using the Digital Services Act to ensure better control, and automatically designating platforms as economic operators.

The revision of the CPC Regulation on European customs, presented by the Commission as the cornerstone of its initiative to combat abuses in e-commerce (see EUROPE 13572/5), must be implemented “without delay”, according to several amendments.

The amendments will be examined in committee on 7 and 8 April, with a view to reaching a compromise in May and a vote in June.
