European Commission adopts delegated act for inclusion of offshore vessels under emissions monitoring system

On Wednesday 16 October, the European Commission adopted a delegated act aimed at clarifying the inclusion of greenhouse gas emissions from offshore vessels in the regulation on monitoring, reporting and verification (MRV) for maritime transport.

This MRV maritime regulation was revised in 2023 (https://aeur.eu/f/dxh ) as part of the ‘Fit for 55’ package intended to include greenhouse gas emissions from offshore vessels within its scope from 1 January 2025. This should apply to all offshore vessels with a 400 gross tonnage or more.

The revised text will cover emissions from ships designed or certified to carry out service activities offshore or at offshore installations. This includes offshore support vessels, pipelayers and drilling ships.

The delegated act also extends the list of ships deemed to be offshore vessels – for example, cable-layers, wind turbine installation vessels and dredgers. 

The delegated act also updated the MRV maritime regulation to ensure that companies do not need to surrender allowances under the EU Emissions Trading System (ETS) for emissions resulting from the combustion of low-carbon synthetic fuels, in line with recent amendments (see EUROPE 13490/6)

The delegated act has been submitted to the European Parliament and the EU Council for review. If they do not object, it will be published in the Official Journal of the EU and will come into force by the end of the year.
