On Thursday 17 October, three months after the June 30 deadline for submitting national energy and climate plans, the NGO network CAN Europe published on Thursday October 17 an update of its tool for monitoring Member States’ actions to achieve the EU’s 2030 targets.
The NECPs Tracker provides a visual representation of actual actions - or the lack thereof - and shows “disappointing results” in the 17 countries covered.
And for good reason: only 14 states (11 at the time of the report's publication) have so far submitted their plans.
While “such a delay is in itself an alarming signal” of neglect, according to Federico Mascolo, a NECP expert at CAN Europe, in a press release, the NGO coalition deplores above all the major problems in the final plans, despite the fact that some progress has been made.
However, these improvements lack the necessary political support to ensure effective implementation. A number of countries, including Italy, France and Spain, are also taking a step backwards from the plans submitted a few months ago.
CAN Europe believes that all these factors point to an urgent need for significant changes to the NECPs.
