At the 24th meeting of the Commission for the Environment, Climate Change and Energy (ENVE) of the Committee of the Regions (CoR) in Espoo (Finland), the representatives of the cities and regions of the European Union adopted their proposals for the future of European climate policy.
The rapporteur, Markku Markkula, who is also Vice-President of the CoR, reiterated the key role of systemic transformation in achieving climate neutrality.
Local authorities, responsible for 70% of mitigation measures and 90% of adaptation policies, are calling for an overhaul of EU climate policy. They advocate innovation, the mobilisation of public and private investment and civic commitment.
The CoR regrets the fragmented implementation of the European Green Deal and proposes new mechanisms to strengthen the Cohesion Fund and Horizon Europe.
The opinion is expected to be definitively adopted at the November plenary session.
In addition, the members of the CoR’s ENVE Commission also approved the joint position of sub-national governments from around the world for the COP29 climate conference, to be held in Baku (Azerbaijan) in November.
