Improvements are needed in Energy and Climate Plans to achieve EU’s energy objectives, according to Ember

On Thursday 23 May, the specialist think-tank Ember published the first comprehensive dataset of standardised targets for the EU electricity sector, based on the latest National Energy and Climate Plans (NECP).

According to their analysis, renewable electricity is expected to generate 66% of the EU’s electricity by 2030, up from 44% in 2023, but below the REPowerEU target of 72%.

Targets for solar and wind capacity have jumped since 2019 (with solar set to reach 650 GW and wind 450 GW by 2030), but also fall short of the 750 GW and 500 GW estimated as necessary by the European Commission.

Secondly, some EU countries have made commitments to decarbonise their energy sectors “fully or predominantly” by 2035, but Ember regrets the fact that there are no detailed implementation plans.

According to Ember, NECP projects often lack comprehensive data on greenhouse gas emissions, energy demand and system flexibility, which can have an impact on the signals sent to investors.
