While the LULUCF sector remains a carbon sink, the worrying trend of a declining LULUCF sink over the past decade persists”, according to a European Commission report published on 15 May, which assesses Regulation 2018/8411 (LULUCF).

This text was amended in 2023 to set new targets for the sector to reach by 2030 and to simplify reporting obligations (see EUROPE 13101/25). The EU’s 2030 target for net greenhouse gas (GHG) absorption in the LULUCF sector is 310 million tonnes equivalent of CO2.

The report (2018 regulation) states that the EU “is currently not on track to meet the 2030 net removal target”. With existing measures, total net absorptions should reach - 239 million tonnes equivalent CO2 in 2030 and, with additional measures, - 260 million tonnes equivalent CO2, or approximately 50 to 70 million tonnes equivalent CO2 below the EU’s target for 2030.
