On 24 April, European Parliament will vote on amendments to proposal simplifying certain rules of Common Agricultural Policy

The urgency procedure for adopting changes to certain rules of the Common Agricultural Policy (CAP) will be accompanied by plenary votes on amendments in the European Parliament on Wednesday 24 April in Strasbourg.

The proposal concerns certain good agricultural and environmental condition (GAEC) standards, procedures for amending CAP Strategic Plans and exemptions from controls and penalties (see EUROPE 13379/2). The Council of the EU and the European Commission were hoping that Parliament would adopt the initial proposal unchanged. The adoption of amendments would risk delaying the adoption of the text, at a time when farmers are impatiently awaiting this relaxation of the rules.

In particular, the Greens/EFA and The Left groups have tabled amendments aimed at ensuring the European Commission’s proposal is rejected.

A number of other amendments aim to introduce reciprocity (mirror clauses) in standards, applied to producers in third countries who sell agricultural products in the EU, or to improve the position of farmers in the food supply chain, as called for by the profession.
