On Tuesday 19 March, the Agency for the Cooperation of Energy Regulators (ACER) approved the amendments to the ‘Core’ and ‘Italy North’ capacity calculation regions proposed by the transmission system operators (TSOs) (see EUROPE 13308/8), thus creating a new capacity calculation region (CCR) for Central Europe.
CCRs define the geographical areas in the EU where TSOs coordinate capacity calculation and other processes.
Changes include the incorporation of the Celtic interconnector (undersea cable between Ireland and France) into the ‘Core’ CCR and the merger of the ‘Core’ and ‘Italy North’ CCRs to form a new CCR called ‘Central Europe’, which will improve the coordination of capacity calculation and allocation processes in continental Europe.
ACER indicated that it had ensured compliance with the principles of market integration, non-discrimination and effective competition, by consulting stakeholders.
The next steps include integrating the Celtic interconnector once it is operational (expected in 2026) and the submission by TSOs of the day-ahead flow-based capacity calculation methodology for the Central Europe CCR by January 2025.
