07/12/23 (Agence Europe) – In a report published on 6 December, Climate Action Network (CAN) Europe points to uneven progress in the adoption of climate legislation in Europe. More than half of EU Member States and some neighbouring countries have adopted or are in the process of adopting framework laws on climate. These laws vary in scope and content, which is essential if climate neutrality objectives are to be incorporated. Effective legislation includes governance mechanisms such as oversight, public participation and independent expert bodies. However, the report highlights an inconsistency in the strength of national climate laws, risking weakening the application of the ‘European Climate Law’. This “ownership gap” could lead governments to play down their own responsibility for climate neutrality. This updated report follows a first edition in May 2022.
