ENISA signs a partnership agreement with Ukrainian administration to combat cybersecurity threats

On Monday 13 November, the European Union Agency for Cybersecurity (ENISA) and the National Cybersecurity Coordination Centre signed a partnership agreement with the administration of the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) to strengthen their collaboration in the context of the war of invasion by Russia in Ukraine.

The malicious manipulation of information and cyber-attacks is a key element of Russia’s aggression against Ukraine. (...) This makes today’s arrangement on enhanced cooperation for cybersecurity even more important”, commented the High Representative of the Union for Foreign Affairs, Josep Borrell.

The announcement of this strengthened partnership comes at a time when discussions to achieve it were launched in Warsaw in 2022, during the EU-Ukraine dialogue on cybersecurity.

Work will focus on raising awareness of cybersecurity and building capacity to improve cyber resilience. Ukraine’s participation in specific cybersecurity exercises or training at EU level should be facilitated. Emphasis should also be placed on the exchange of best practice to ensure the alignment of legislation and its implementation, as well as the “more systematic sharing of knowledge and information in relation to the cybersecurity threat landscape”.
