On Wednesday 15 November, at its meeting in General Affairs configuration, the Council of the European Union adopted a position that will enable the European Union to formalise the political agreement in principle on the United Kingdom’s participation, from 1 January 2024, in the European framework programme for research and innovation, Horizon Europe, and in the European Earth observation programme, Copernicus. The UK will also have access to space situational awareness and EU Space Surveillance and Tracking services.
The political agreement in principle was announced by the European Commission on 7 September (see EUROPE 13245/4).
The final decision (see EUROPE 13288/13) will be adopted before the end of 2023 by the EU-UK Specialised Committee on Participation in Union Programmes, set up under the EU-UK Trade and Cooperation Agreement (TCA).
This final decision will include provisions on the UK’s financial contribution to the programmes and the arrangements for the former Member State’s participation.
