EU Council adopts its position on Construction Products Regulation

On Friday 30 June, the ambassadors of the Member States to the European Union (Coreper) approved the mandate for the Council of the EU to negotiate with the European Parliament on the draft Construction Products Regulation.

This text updates and harmonises the rules on durability for these products (see EUROPE 12922/3)

As the MEPs on the Internal Market Committee have done (see EUROPE B13186A), the EU Council is proposing to remove printing materials from the scope of the regulation. The Member States go even further than Parliament and also exclude companies that print construction products in 3D and place them on the market.

The same applies to prefabricated houses with a floor area of less than 180m2, or less than 100m2 when they are two storeys high.

The EU Council’s mandate also sets out the rules for green public procurement. For example, the Commission should be able to adopt an implementing regulation to propose “mandatory” sustainability criteria for public procurement contracts.

MEPs, for their part, are calling for this to be done by delegated act, and for the criteria not to be mandatory for contracting authorities. (Original version in French by Léa Marchal)
