An initiative on remote workers in the EU and the impact on the rules for coordinating social security systems, conclusions on the social protection for self-employed workers and democracy at work.
These are some of the initiatives planned by the Spanish Presidency of the EU Council in the field of employment and social affairs, as detailed in its programme.
While Madrid will also have to conclude negotiations on a number of matters, including the eagerly awaited negotiations on digital platform workers and those forthcoming on occupational exposure to lead, one of the key themes of the six-month period will be the promotion of decent jobs and achieving full gender equality.
The Presidency will also support the search for and implementation of an agreement between the European social partners on remote work and the right to disconnect, with the social partners still in the process of negotiating this agreement.
Social dialogue and the development of the social economy will be the Presidency’s other two key themes, with the informal ministerial meeting in Madrid on 13 and 14 July set to be focused on civil and social dialogue and social dialogue in relation to long-term care.
“We will implement an analysis of how green collective bargaining can favour a just green transition to make companies more sustainable, resilient and productive”, the work programme also states.
“With the aim of promoting the social dimension of the economic governance framework of the European Semester, we will support the launch of the Social Imbalances Framework initiative, introducing indicators to detect and correct possible social imbalances, with a view to its first-time application by the Commission in the next cycle of the European Semester in autumn 2023”, the Presidency continues.
