On 31 May, the European Commission presented a proposal to transfer €86 million from the Solidarity and Emergency Aid Reserve (‘SEAR’) under the 2021-2027 multiannual financial framework to the EU Civil Protection Mechanism (‘UCPM’) and the food chain strand of the Single Market programme, as part of the Union’s general budget for 2023.
Of the €86 million, €55 million requested for the UCPM is intended to fund emergency response to the earthquakes in Turkey and Syria and the crisis in Sudan, as well as the forthcoming peak of measures for the forest fire season.
“At the same time, the UCPM’s existing budget will be used to finance continued aid to Ukraine, for which additional resources were requested last year”, the document states.
The remaining €31 million has been requested for the ‘food chain’ strand of the single market programme, to cover needs relating to emergency measures in connection with avian influenza in 2023.
“In 2023, the number of outbreaks of highly pathogenic avian influenza continues to be very high. The Commission currently assumes that the 2023 outbreaks would be at the same level as in 2021/22, with about €200 million of eligible costs per year”.
