The European Commission published, on Friday 28 April, its second report on the implementation of the open Internet access Regulation (2015/2120), which is intended to ensure that all users benefit from online content and services without discrimination nor restriction or interference from service providers.
While the report finds that the Regulation continues to address the key issues and acts as a safeguard for the protection of end-users’ rights, there are areas where improvements could be made.
As a result of technological developments in a number of sectors, the report argues that further guidance may be needed, particularly for transport automation and remote surgery.
In addition, the report considers that greater legal clarity in the interpretation of certain concepts and definitions included in the regulation could be “beneficial to both innovators and end-users”.
In addition, current changes driven by technological and market developments are also the subject of an exploratory consultation on the future of connectivity and infrastructure.
