The European Commission on Tuesday 4 April published an update of the State aid guiding templates to help Member States design measures to be included in their national Recovery and Resilience Plans (‘RRP’) in line with EU State aid rules.
The updated technical papers will help Member States to design measures that further contribute to the implementation of the ‘European Green Deal’, while helping to end Russian fossil fuel dependency and fast forward the green transition, as set out in the REPowerEU plan.
The Recovery and Resilience Facility (RRF) is the key instrument at the heart of the €800 billion Next Generation EU recovery plan for Europe.
In February 2023, the Regulation establishing the RRF was amended to include a specific REPowerEU chapter in the Member States’ existing RRPs. The Commission is encouraging Member States to submit their amended RRP by 30 April 2023.
In December 2020, the Commission published guiding templates to help Member States design state aid that fits into their RRPs and covers the many types of investment projects corresponding to the ‘European flagship initiatives’.
To assist Member States in modifying their RRPs with regard to REPowerEU, the Commission has now introduced targeted updates to the templates that are most relevant for the design of new measures under the REPowerEU chapter.
Several templates have been adapted to take account of: - the new 2022 Guidelines on State aid for Climate, Environmental protection and Energy; - the revised State aid Framework for Research, Development and Innovation; - the new Temporary Crisis and Transition Framework; - the approved amendment to the General Block Exemption Regulation.
