The European Commission unveiled, on Thursday 16 March, its plan to create a European data space for public procurement data.
This, and the accompanying analytical toolkit, should be in place by mid-2023 to make public procurement data published at EU level available in the system. By the end of 2024, all participating national publishing portals should be connected. The toolbox would also be expanded.
In concrete terms, the aim of the Public Procurement Data Space would simply be to pool data on tender preparation, tenders and tender results, which have so far been in different formats and at different national and European levels.
With the public sector accounting for some 13.6% of the EU’s GDP in the Single Market, the Commission’s aim with this European area is to improve the targeting of public spending, increase transparency and facilitate access to tenders for businesses, especially SMEs.
Furthermore, the text foresees, while work is being done on several data-related texts (see EUROPE 13142/18, 13135/3), that the European Public Procurement Data Space stimulates data-driven policy-making in a comprehensive way.
