The Czech Presidency of the Council of the European Union has submitted a draft agreement (‘general approach’) on the proposal for a regulation on methane emissions reduction in the energy sector to the Member States, in preparation for the meeting of EU energy ministers on Monday 19 October (see EUROPE 13086/1).
Through this legislation, the EU intends to require the oil, gas and coal sectors to measure, report and verify their methane emissions. The proposal also provides for rules to detect and repair methane leaks and to limit venting and flaring (see EUROPE 12840/13, 12854/12).
The draft compromise that will be on the table of the ministers includes a relaxation of the deadlines for the detection of methane leaks and the conditions for the obligation to repair such leaks (see EUROPE 13079/7).
According to our information, the ministers should be able to reach a general approach without major difficulties.
