21/11/2022 (Agence Europe) – On Monday 21 November, the Council of the EU approved its position on a draft amending budget (number 5 for 2022), which allows for an increase of €395 million in humanitarian aid in 2022 to respond to the challenges linked to the war in Ukraine (see EUROPE 13036/15). Basically, the plan is to concentrate the funds for the Union Civil Protection Mechanism (UCPM) at the beginning of the period and to strengthen this mechanism in order to continue to channel aid in kind to Ukraine. Overall, the net impact of this amending budget on expenditure is an increase of €447.5 million in commitment appropriations and a decrease of €741.1 million in payment appropriations.
