EU Council validates 2022 guidelines for employment policies in Member States

On Monday 21 November, in the margins of the Agriculture and Fisheries Council, the Council of the EU validated the 2022 guidelines for the employment policies of the Member States.

In a note dated 8 November, the Eu Council explained that these guidelines, which were proposed by the European Commission in May, have been amended to strengthen references to the post-Covid-19 situation, to equity in the green transition and to add components pertaining to policy in the context of the war in Ukraine.

The changes in the recitals therefore provide that, in order to “enhance economic and social progress, to facilitate the green and digital transitions and to achieve inclusive, competitive and resilient labour markets in the Union, Member States should promote quality education, training, upskilling and reskilling, as well as lifelong learning, future-oriented vocational education and training and improved career opportunities by strengthening the links between the education system and the labour market and recognising skills, knowledge and competences acquired through non-formal and informal learning”.

References to ‘decent working conditions, including occupational health and safety, and both the physical and mental health of workers’ should be promoted, and the ‘autonomy of the social partners’ were also added.
