‘Single Sky’, Member States invited to take stock of network functions and management

Member States will discuss the ‘Single European Sky’ (see EUROPE 12993/7) in an EU Council Aviation Working Group on Thursday 1 September, and will be invited to give their views on several aspects of the dossier in order to guide future discussions.

In concrete terms, the Member States will have to address the issue of the functions of the network and the tasks involved in its management. On this point, Member States will be asked to decide whether they want an exhaustive list for functions and an open list for management tasks.

Also in this area, Member States will have to take stock of the definitions proposed by the European Parliament rapporteur, who proposes in particular to define the design, management and optimisation of European airspace structures as network functions.

In addition, Member States will have to decide whether or not they are prepared to “underline the vital role of Eurocontrol in a recital and not to refer to Eurocontrol in the articles”. 

Member States will also review references in the text to their national sovereignty within their airspace, including their responsibilities for national roads, public order, public safety and defence.

Finally, part of the discussion will be the degree of involvement of airspace users, the performance review body and the network manager in approving the investment plans of air traffic service providers.
