European Commission wants to review conformity factor in type approval of light vehicles

Last week, the European Commission launched a call for input to amend Regulation 2017/1151 on type-approval procedures for passenger cars and light commercial vehicles to revise the conformity factors, in particular the long-standing issue of real driving emissions (RDE).

The European Commission is considering introducing new rules called Euro 6e. This should be the last change to the Euro 6 rules before Euro 7. In this proposal, the European Commission is correcting the margins (or conformity factors) to very low levels (i.e. 10% for NOx, a reduction from 43% to 23% for PN), as requested by the European Parliament (see EUROPE 12389/8).

The European Commission is updating to the latest version of the WLTP standard (the global type-approval procedure for light vehicles) and making some other minor changes, notably to make the fuel consumption of plug-in vehicles more credible.

The vote on this text is scheduled to take place in the Technical Committee for Motor Vehicles on 5 July. If passed, the first Euro 6e vehicle types should arrive on the European market on 1 September 2023, and all vehicles sold after 1 September 2024 will be Euro 6e.
