European standardisation bodies’ decision-making process, Member States will adopt their position on Wednesday 11 May

The adoption of a general approach by the Council of the EU on the proposed revision of the Regulation on the European standardisation organisations, originally scheduled for Friday 6 May, has been postponed to Wednesday 11 May.

This revision proposal (see EUROPE 12882/3) aims to ensure that the entire internal decision-making process concerning the development of European standards by the European Standards Organisations at the request of the European Commission is carried out exclusively by the representatives of the national standards organisations. This is in order to avoid the increasing interference by actors from third countries that has occurred in recent years.

The European Commission’s text was discussed in working groups on 10 February and 29 April and found a broad consensus among national delegations. The EU Council was about to adopt its position at the meeting of the Committee of Permanent Representatives I (Coreper I) on Friday 6 May, but for reasons completely unrelated to this legislative dossier, the meeting was cancelled at the last minute on Thursday. National delegations will be invited to vote at the next meeting, scheduled for Wednesday 11 May.

In the European Parliament, work is also progressing. The rapporteur, Svenja Hahn (Renew Europe, Germany), tabled her draft report at the end of April. In her report, according to an explanatory memorandum to her amendments, the MEP believes that representatives of national bodies from Member States outside the European Economic Area should, however, continue to be able to participate in all aspects of European standards development, including voting on the European Commission’s requests for standardisation.

The report will be discussed in the Committee on the Internal Market and Consumer Protection (IMCO) on 16 or 17 May. The deadline for amendments is 19 May at noon. The committee vote is scheduled for 12 July.
