REACT-EU, introduction of a unit cost of €40 to meet basic needs of refugees fleeing Ukraine

The European Commission presented new measures on Friday 1 April to simplify and speed up the use of European cohesion policy funds to finance the reception of refugees in EU Member States who have fled the Russian invasion of Ukraine.

This legislative proposal, which amends the recent ‘CARE+’ proposal on the pre-financing of the REACT-EU initiative (see EUROPE 12918/7), introduces a unit cost - set at €40 per week - that EU countries can use to cover the basic needs (food, shelter, transport, basic material assistance, etc.) of persons enjoying temporary protection on their territory.

This unit cost may be applied for a maximum of 13 weeks from the date of arrival of the person in the EU.

The amounts calculated on this basis shall be considered as public support paid to beneficiaries and as eligible expenditure for the purposes of this Regulation.
