A number of issues remained to be resolved between negotiators from the European Parliament and the Council of the EU at their fourth interinstitutional ‘trilogue’ on Thursday 31 March, in order to reach an agreement on the Digital Services Act (DSA) (see EUROPE 12913/20), which sources close to the dossier hope will happen at the next talks on 22 April.
The issue of targeted advertising, to which the European Parliament has shown its commitment, is still a point of tension in the current discussions. “Discussions are continuing on advertising”, an informed source confirmed to EUROPE. “We still need to work”, added another source.
In addition, the issues of hateful content and ‘dark patterns’, which induce users to accept data collection or to stay longer on a service, will also have to be addressed.
“There are still a number of issues that are blocked. Concerning ‘dark patterns’, not all parties have the same flexibility. The work should include the scope of such a measure”, the same source said.
