Josep Borrell visits Kenya and Mozambique ahead of EU-African Union summit

The High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, will visit Kenya on 28-29 January and Mozambique on 30-31 January to strengthen strategic cooperation with both countries. The visit comes ahead of the sixth EU-African Union summit, scheduled for 17-18 February.

In Kenya, the High Representative will launch the EU-Kenya strategic dialogue with Kenyan President Uhuru Kenyatta, Secretary of State for Foreign Affairs Raychelle Omamo and other Kenyan ministers. The dialogue will focus on the following areas: peace, security and stability; democracy, governance and human rights, including gender equality; trade and investment; social development; climate change and green transition; and the digital agenda of the EU-AU summit (see EUROPE 12869/3, 12866/2).

In May 2021, the EU adopted an enhanced integrated strategy with the Horn of Africa (see EUROPE 12717/3) and intends to strengthen regional and multilateral cooperation between the EU and Kenya. The EU’s cooperation programme with Kenya is worth €324 million for the period 2021-2027. It focuses on environmental resilience, human development and digital inclusion, and peace and stability.

In Mozambique, Borrell will meet President Filipe Nyusi and Foreign Minister Verónica Macamo Dlhovo. The talks will focus on bilateral cooperation, the implementation of the Maputo Peace and Reconciliation Agreement and the EU’s military training mission in Mozambique, EUTM Mozambique (see EUROPE 12877/11), and the EU’s integrated approach to addressing security challenges in Cabo Delgado and surrounding provinces.
