A high European officer told EUROPE on Monday 6 December that the EU was considering setting up a training mission in Ukraine (EUTM).
“The first time we talked about a training mission was in June “, in light of the threat analysis carried out in the framework of the ‘Strategic Compass’, the source explained. This discussion was held at the request of Ukraine and some of the Member States, and before Russia reinforced its troops near the border of Ukraine.
According to this high officer, training and advice would be involved at a more institutional level, for example in military academies and schools, including planning.
“The answer (on whether or not to set up such a mission) should come before the end of the year”, the source said, adding that there were different sensitivities among Member States.
Without naming Russia, the source added that such a decision could be taken “ by someone” as a provocation, “which is not the case”.
