European Council should call for agreement on DSA/DMA by spring 2022

The European Council is expected to call on the Council of the EU and the European Parliament, at its summit on 21-22 October, to continue work on the Digital Services Act (DSA) and the Digital Markets Act (DMA) with a view to reaching agreement “by spring 2022(see EUROPE 12800/7).

According to the draft European Council conclusions obtained by EUROPE, leaders will also stress the need to enhance coordination between Member States to address cyber security threats. This could be done, according to the document, through the creation of a Joint Cybercrime Unit (see EUROPE 12798/10).

Artificial intelligence (AI) should also be on the agenda of the next European Council meeting. In this respect, the draft conclusions stress that the establishment of a regulatory framework for AI would “accelerate the uptake of this technology by both private and public sectors while ensuring safety and full respect of fundamental rights”.

Recalling that “trust, transparency and accountability” must be at the heart of the digital process, the European Council welcomes the Commission's proposal for a path to the digital decade and “endorses the concrete digital targets set out therein(see EUROPE 12791/14).
