European Parliament Committee on Civil Liberties validates three new EU funds dedicated to asylum and migration and internal security

The European Parliament’s Committee on Civil Liberties adopted on Tuesday 29 June three EU funds related to asylum and migration management and internal security, respectively by 52 votes to 12 with 2 abstentions for the Asylum and Migration Fund, by 52 votes to 14 (0 abstentions) for the EU Internal Security Fund and by 44 votes to 12 with 9 abstentions for the Instrument for Border Management . The debates and votes on the three tools will take place next week in plenary session.

All three instruments were agreed in trilogue in December 2020 (see EUROPE 12619/15, 12621/12).

The EU Council approved the three new funds on 14 June. They total 18 billion euros for 2021-2027.

The Asylum, Migration and Integration Fund (9.882 billion euros) has four specific objectives: - asylum policy; - legal migration and integration; - irregular migration and returns; - solidarity and shared responsibility between Member States. There are minimum allocations for each objective. The Instrument for Financial Support for Border Management and Visas (5.241 billion euros) reflects recent developments such as the expansion of the European Border and Coast Guard (Frontex), the modernisation of the common visa policy and the development and interoperability of information systems.

The Internal Security Fund (1.931 billion euros) is intended to strengthen the fight against terrorism and radicalisation, serious and organised crime and cybercrime. (Original version in French by Solenn Paulic)
