European Commission consults on a draft regulation completing single financial instrument NDICI

On Monday 3 May, the European Commission launched a four-week public consultation on a draft delegated regulation to complement the regulation establishing the Neighbourhood, Development and International Cooperation Instrument (NDICI - Global Europe) in the EU budget 2021-2027 (see EUROPE 12682/11)

The programming of the geographical component of the instrument should indeed be developed by establishing specific objectives and priority areas per region, indicative financial allocations for each sub-Saharan region and thematic objectives.

For the African sub-regions, the indicative financial envelopes are as follows: - West Africa: 11,672 billion euros; - East and Central Africa: 11,381 billion euros; - Southern Africa and the Indian Ocean: 6,128 billion euros.

The thematic objectives of the geographical programmes are as follows: - at least 15% for human rights, democracy and good governance; - at least 45% for inclusive and sustainable growth for human development. 

The specific objectives and priority areas of cooperation for the different regions are set out in the annex to the draft regulation.

The adoption of the delegated regulation is scheduled for the second quarter of 2021. The Commission is awaiting comments to finalise its initiative.
