23/02/2021 (Agence Europe) – The European Court of Human Rights announces that it has received an inter-State application lodged by Ukraine against the Russian Federation. Based on Article 2 of the European Convention on Human Rights (right to life), this concerns the allegation of “an ongoing administrative practice by the Russian Federation consisting of State-authorised targeted assassination operations against perceived opponents, in Russia and on the territory of other States, including other Member States of the Council of Europe”. The absence of investigations into these murders and the organisation of cover-up operations to protect those responsible are also mentioned. Other claims by Ukraine against Russia are also pending. They relate to the Malaysian Air Lines flight MH17 shot down in 2014, administrative practices violating human rights in the Crimea, and the Kerch Strait naval incident in 2018. (VL)
