26/10/2020 (Agence Europe) – Representatives of the EU Council, the European Parliament and the European Commission made progress on Monday 26 October in the negotiations on the Economic Recovery Plan and the EU’s Multiannual Financial Framework (MFF) for 2021-2027 (see EUROPE 12587/20, 12583/6). At the 9th meeting devoted to these dossiers, the negotiators discussed ways of increasing funding for 15 EU flagship programmes (Horizon Europe, Erasmus+...). Progress was made on the use of budgetary flexibility and fines (competition) to strengthen the budget. The European Parliament is still calling for the €13 billion corresponding to the costs of the reimbursement of the Economic Recovery Plan to be accounted for outside the MFF ceilings. A further meeting on these subjects is scheduled for Wednesday 28 October, as well as a trilogue on Tuesday 27 October on the mechanism linking the MFF and the Rule of law. (LC)
