The European Commission adopted on 6 July a Draft Amending Budget (number 7 for the financial year 2020) to update the revenue side of the budget.
This draft amending budget, which must be approved by the two arms of the budgetary authority (Council of the EU and European Parliament), makes it possible: - to revise the forecasts for traditional own resources (customs duties) and the bases for value added tax (VAT) and gross national income (GNI) and to enter in the budget the relevant UK corrections and their financing (all of which have an impact on the distribution of Member States’ own resources contributions to the EU budget); - and to update other revenues such as fines and exchange rate differences.
The draft budget shows that the total contribution of EU countries would amount to 157.28 billion euros in 2020, compared to 151.63 billion euros without the changes. The German contribution would, for example, increase from 31.03 billion to 32.95 billion euros.
The draft amending budget also points out that total net customs duties for 2020 are now estimated at 18.5 billion euros, which represents a decrease of 16.47% compared to the forecast in the 2020 budget (22.1 billion euros).
Finally, this text updates the budgetary ‘corrections’ for 2015, 2016, 2017, 2018 and 2019. (Original version in French by Lionel Changeur)
