The S&D group in the European Parliament launched a campaign for tax justice on Wednesday 8 July, within days of the European Commission’s presentation of its ‘anti-tax fraud’ package (see EUROPE 12518/20).
In a roadmap published on the same day, the group also reiterates its call for a minimum effective corporate taxation rate of 18% and for fairer taxation of digital companies.
It also includes its other main battlehorse, which is to put an end to tax competition by creating a fully-fledged Common Consolidated Tax Base for Corporate Taxation.
Social Democrats also advocate the creation of several taxes to finance European economic recovery, such as a tax on large companies that benefit most from the European Single Market, a European progressive Net Wealth Tax (net of debts), a temporary excess profit tax for large multinationals and a Financial Transaction Tax.
They also support a progressive environmental taxation package, including the introduction of a European advertising tax to offset the negative externalities of excessive consumption of non-sustainable goods that do not meet certain European standards.
Other demands from the S&D group constitute the inclusion of European countries on the EU ‘black’ list of tax havens and the creation of a European tax authority to better combat cross-border tax offences.
The group also intends to continue to push to obtain a high-level commitment for qualified majority voting on certain tax issues in the EU Council.
