European Court of Auditors will publish a report in 2021 on effectiveness of EU's measures to combat disinformation

On Tuesday 17 March, the European Court of Auditors announced that it was preparing a report to be published in 2021 on the measures the EU has implemented to combat disinformation.

In the new report, the auditors will first look at the EU action plan to combat disinformation (see EUROPE 12416/3). They will assess its relevance and the results achieved so far. They will also look into the setting up of the early warning system (see EUROPE 12153/8) envisaged as part of this plan.

Another area of investigation will be the European External Action Service’s (EEAS) three Strategic Communication Task Forces (StratCom), the bodies that are responsible for responding to disinformation campaigns conducted by Russia, the countries of the Western Balkans and the countries of the Middle East, North Africa and the Gulf region.

Lastly, the study will touch upon the effectiveness of the code of good practice signed by the online platforms (see EUROPE 12359/5) and EU initiatives to raise awareness.

In their presentation of the forthcoming report, the auditors stated that “in addition, we will visit the NATO Strategic Communications Centre of Excellence in Riga, Latvia and the European Centre of Excellence for Countering Hybrid Threats in Helsinki, Finland to identify good practice and consult experts”.
