04/12/2019 (Agence Europe) – As announced (see EUROPE 12381/12), the Member States’ ambassadors to the EU (Coreper) reached political agreement in principle on the proposal for a regulation on the establishment of a framework for the recovery and resolution of central counterparties (CCPs) on Wednesday 4 December. The legislative proposal, presented at the end of November 2016 (see EUROPE 11677/8), provided a single framework for all CCPs authorised within the EU. The EU Council text broadly maintains the architecture of the Commission’s proposal in three stages, but modifies the composition of the colleges of resolution authorities planned for each central counterparty, providing for participation of representatives of all interested parties. Interinstitutional negotiations with the European Parliament, which adopted its position in January 2018 (see EUROPE 11946/10), can therefore begin. See the adopted text: https://bit.ly/37XVRVs (MF)
