04/12/2019 (Agence Europe) – Representatives of the European Parliament and the EU Council did not agree on the regulation laying the foundations for the future taxonomy on sustainable finance (see EUROPE 12026/4) on Tuesday night, 3 December. After a break on Wednesday, they will resume negotiations on Thursday 5 December and may well, this time, reach an agreement, according to several sources. Before this last “trilogue”, several points were still open, in particular the governance and the role of each party in the implementation of the taxonomy (see EUROPE 12381/13), the creation of categories of activities called “transitional” and “enabling”, the scope of application, the definition of environmental objectives or the implementation date. Nevertheless, Tuesday’s negotiations are reported to have made “good progress”, according to one source, who considered that there was a good chance that an agreement could be reached on Thursday.
