29/11/2019 (Agence Europe) – On 4 December, the coordinators of the political groups on the European Parliament's Committee on Agriculture are expected to confirm the list of clauses in the post-2020 texts on the Common Agricultural Policy (CAP) that are going to be reopened (see EUROPE 12352/11). This will probably involve all of the articles in the policy relating to 'strategic plans', for which the agriculture and environment committees have shared responsibility (green architecture, the definition of permanent grasslands, cross compliance, environmental schemes...). The decision is also likely to include reopening a number of clauses that are dealt with just by the agriculture committee (the definition of a 'genuine farmer', risk management tools, the EAFRD contribution rate, flexibility between pillars...). The European Parliament plenary vote on the three CAP reports should take place some time in spring 2020. (LC)
