29/11/2019 (Agence Europe) – The Finnish Presidency of the Council of the EU could forward to the Member States the ‘finalised negotiation box’ (with figures) on the EU’s multiannual financial framework (MFF) for 2021-2027 on Monday 2 December. This evolving document, which should facilitate the negotiation of an agreement on the next MFF, will be discussed first at the level of EU ambassadors and then at the General Affairs Council on 10 December, before being forwarded to the Heads of State or Government at the European Council in Brussels on 12 and 13 December. Although the new ‘negotiation box’ will create “disappointments”, Finnish Minister for European Affairs Tytti Tuppurainen recently stated that “our proposal represents a balanced way forward” (see EUROPE 12377/4).
