European Union urges all parties to exercise restraint and remain calm

On Monday, 18 November, Federica Mogherini, the High Representative of the Union for Foreign Affairs and Security Policy, called for restraint and calm in Hong Kong while the Polytechnic University is under siege.

In a statement issued on behalf of the EU, Mogherini stressed that “in light of the continuing rise in violence in Hong Kong, including the latest developments at the Hong Kong Polytechnic University, it is crucial that all sides exercise restraint and engage constructively in de-escalation efforts”.

Any violence is unacceptable. Actions by the law enforcement authorities must remain strictly proportionate, while fundamental freedoms, including the right of peaceful assembly of Hongkongers, must be upheld”, she added.

Over the weekend, riot police announced that they were prepared to use live ammunition. On 19 November, the United Nations said it was “extremely concerned” about the “extreme violence” of some demonstrators towards the police.

The High Representative made it clear, just like her spokesperson did a few days ago (see EUROPE 12368/19), that only confidence-building measures, “including an inclusive and sincere dialogue, reconciliation and community engagement”, can lead to a sustainable solution.

Mogherini reiterated the EU’s request for a in-depth investigation into the violence, use of force and the root causes of the protests, believing it to be a “critical element in de-escalation efforts”. “The EU is willing to support all those who would work towards de-escalation and establishing such a dialogue”, she said.

Similarly, every effort needs to be made to ensure that the District Council elections on 24 November proceed as planned, Mogherini explained, adding that this would send “an important signal about the exercise of democratic rights and freedoms as enshrined in the Basic Law”. This law also gives Hong Kong a large degree of autonomy.

Through its ambassador in London, Liu Xiaoming, China has warned that it would not “sit on our hands and watch” if the situation in the territory becomes “uncontrollable”.
