ECOFIN Council to discuss new revenue for 2021-2027 EU budget on 9 July

EU Economy and Finance Ministers will discuss on Tuesday 9 July the new revenue for the EU budget under the 2021-2027 Multiannual Financial Framework (MFF) (see EUROPE 12278/5).

The subject of Own Resources is a very delicate one, and, as unanimity is required in this area, Member States are struggling to find compromise solutions. The ECOFIN Council will organise a public debate on the subject and discuss it at a working breakfast.

The Commission distributed an informal document on potential new sources of revenue.

In May 2018, it had proposed a ‘basket’ of new Own Resources: a national contribution calculated on the basis of the volume of non-recycled plastic packaging waste in each Member State, 20% of the revenue generated from the Emissions Trading Scheme and a share of the new Common Consolidated Corporate Tax Base.

The Own Resource based on plastic packaging waste is the one that has met the largest support among Member States, the Commission notes. For the other new proposed Own Resources, the Emissions Trading Scheme has received support from some Member States. The Common Consolidated Corporate Tax Base has been discarded as an Own Resource due to the lack of progress on this issue in the Council.

Some Member States have invited the Commission to explore other potential new sources of revenue, in particular those related to the internal market and/or the environment (see EUROPE 12277/12). The Commission has always expressed its willingness to examine new Own Resources if they were supported by the Member States.

The Commission considers that “making swift progress on Own Resources will be decisive for reaching an agreement on the Multiannual Financial Framework package” for 2021-2027.
