Green light from Member States to adjust so-called ‘yellow card’ procedure

03/07/2019 (Agence Europe)The Member States' ambassadors to the European Union (Coreper) approved on Wednesday 3 July the European Commission's proposal to exclude the period between 20 December and 10 January from the eight weeks remaining for national parliaments to examine legislative initiatives presented by the European Commission (the so-called ‘yellow card’ procedure or respect for subsidiarity). Indeed, the period in question corresponds to the Christmas holidays, during which parliamentary activity is often suspended. This proposal is similar to the one in place since 2009 concerning the month of August. The proposal was welcomed by the Member States, which consider that this adjustment will assist national parliaments in their review work, in accordance with Protocol 2 on the implementation of the principles of subsidiarity and proportionality.
